Had some additional basement space constructed a few years ago. They used cinder blocks. The installers were water proofers, so the portion of the wall facing the earth has been waterproofed. I figured best to paint it with Drylok paint in an attempt to make it somewhat durable/waterproofed. I believe I figured wrong.

Now, a couple years have passed, and we have this crap growing thru the wall. I have no idea what the it is. It’ll scrape off, but I’m not sure what to do next. Scrape those areas and repaint with another paint?

The area is relatively dry - No pooling or dripping water. Might be a bit humid, tho. It’s not a showcase room or anything, so it doesn’t have to be perfect. Just would like something a little nicer than what this is.
