Help :(

I removed wallpaper but unknowingly skipped the step of glue removal using dif or vinegar and painted over my walls with Stix. It created this sort of pasty texture on some parts of my wall.

What should I do next? Should I try vinegar and water? Will it work if the primer has dried? Or do I sand down those areas and recoat with gardz? I did read though that sanding can reactivate the glue residue. Or will I need to just skim coat the wall.

Any help appreciated!!
