Looking to use a tool to help illustrate a children’s book. What tools will successfully let me use newly created characters & settings across multiple situations?

Example: Cartoon bear taking trash outside his house, same exact cartoon bear getting in his car outside the same house, same cartoon bear putting on sunglasses inside car, etc.
