i7-3930K, ASRock X79 Extreme4, 32 GB DDR3-1600

I overclocked it to 4.7 GHz in the BIOS, set the voltage offset to +0.1 V, it shows 4.7 GHz in HWMonitor but it only draws its default TDP of 130W and the Cinebench score is around 4500 points, which is the score it has at 3.2 GHz. Stock all-core turbo is 3.5 GHz, so I made it slower!?

Why is it lying to me? Why is it not running at the clock speed that I set it to? I’m so confused.
