Hey all, I’m not very tech savvy when it comes to PCs, so all help is appreciated.

My PC seems to be stuck in limbo right now. After initially powering on my PC today, where I had waited 5 minutes for it to boot, I reset it. I was then put into the BIOS. I left the BIOS with no changes and then it got caught in a loop of constantly powering itself on and off. I cut the power off via the power surge protector it was connected to, and powered it on again, where it’s now stuck. It’s on, as in, the fans and lights all work, but it won’t boot up and there is no display on my monitor. My mouse and keyboard are not powered either, which signals to me that the PC isn’t fully “on”. Restarting after this point has done nothing, and I’m unsure on how to proceed. Specs below:
