Looking at a new build to jump from 1080 to 1440p high fps gaming for shooters. Currently i9 9900k and 2070 super. Here is the parts list I am looking at:

Main questions are: is it worth paying extra for 9800 X3D if I want GPU budget to stay in the $800 range? Also, should I be looking at 7900 XT or XTX or 4070 super/TI?
Thanks.
