San Francisco resident Randol White says he heard the noises for the first time about two weeks ago -- he was woken up around 4 a.m. to the Waymos honking at each other.

The story is called “Sally” (https://en.m.wikipedia.org/wiki/Sally_(short_story)). I couldn’t find a readily available copy of The Complete Robot online, but Z-Library has it.
