I’m not a fan of having scroll bars only appear when my cursor is hovering near/on the area - how do I change the theme/appearance/whatever to have the scroll bar always there?

I’m aging, my brain and eyes aren’t going to get better, and the classic windows-ish interface is much easier on me :(
